Yeah conflicting due to my silliness. As said above, you've got it right (locked won't spin, unlocked it will spin.

Just picked up my new '16 Wagon who makes this bypass? I can't find the kit your referring to and I would like to purchase one to be able to use the lockers in 4hi and the rear in 2hi.

Locker bypasses are not being made, none are available, you can't buy one. Do a search for "old school plug and play" if you want to make a less full-featured bypass on your own from old toyota parts.
