So, our truck takes H13/9008 headlight bulbs & HB4/9006 fog light bulbs. I would like to replace them with something brighter but I DO NOT WANT TO MELT THE HOUSING OR WIRES.

This really is Mark's wheelhouse, but I will get it started.
The headlight bulbs you picked have a heat range of 7000K. You will be "That Guy" with the annoying blue headlights. The most/best usable light for the human eye is in the 4-5000K range, which is closer to yellow. Over that number, depending on your eyes, age, etc., the output is wasted.
Mark laid out a pretty good plan for replacement bulbs on DT, and I think he transferred it over to here when we moved. It may be in the FAQ section. They are halogen bulbs, with no mods to the wiring needed.

I don't have your headlights, so don't know the best setup for those (other than HIDs) but the ticket for the fogs is the HIR1/9011.

If you want a little less output and current draw, you can use the 9012, but I have had 9011s in my PW factory fogs for a few years now and they are fine. I also put them in the high beams of my old GMC and they are way better than the drop-in HIDs that are in the low beam buckets on that truck. Makes me wish I had never spent the money on HIDs for that truck. If you do anything with HIDs, take the advice above and keep color temperature below 5000K, preferably around 4300-4600K where your eyes can actually use the light.

Philips X-Treme Vision bulbs are the best no mods required DOT legal bulbs available. Try them in both headlight and fog lights.
Secondly, the fogs need to be aimed up to fill just below the low beams. They have a good cut off, so if aimed properly, they don't bug other drivers.
The HIR bulbs are way brighter, brighter by far than the stock low beams, but require special O-rings and modifications to the plastic base to fit. They do bother other drivers because the bulb tip is not coated. That also makes them useless as fogs due to all the extraneous light that's emitted. I've gone back to the Philips after using the HIR's.
If you really need light, get a good mount like the RED Inc. (Randy Ellis Design) one lots of us use. Then spend some $$$ on real HID or some of the new generation large lens LED's. The bigger the lense and reflector gives the designer more control over output. If I was in the market, I'd be looking at the KC Gravity 6"or VisionX 6" lights.
We just replaced the Rigid Dually fogs on the JKUR with KC Gravity fogs - huge improvement over the Dually. Sharp well definer cutoffs and a broad fog pattern in a 10W per light unit.
My KC #851's are wired via relay into an on/off/on switch. The top position is on, the bottom is tied into the dimmer so I can use them with the high beams.

Twin ...I tried different bulbs and didn't care for them..I put 9011s in the fogs and they helped more than I thought...not much of a mod..simple...but I retro fitted the headlights..I see how you feel about HIDs...but the difference is big...and mine don't blind other drivers ..4300 color bulbs ..huge spread..I'm going on 3 yrs no issues or compliants...

Did 9012's in the fogs, best mod ever for night driving!
