Truck will not go over 4,000 RPM.

So the first time I experienced this, I went through about a foot of water at about 15 mph slowed down after the wave.. Then punched it and it was like I hit a wall at 4,000 RPM, I let off then accelerated through 50 mph (below 4k). So I stopped and punched it again and the same thing happened wall at 4k. Once I got home I shut the truck off and went straight for the air box thinking I ingested some water and found it dry as a bone. Take my truck for a drive and everything was back to normal...
So I can repeat this very easily, every time I hit deep water I get the same 4k wall. Then all I have to do is shut off the truck, restart and everything is back to normal.
No codes ever.
Any ideas??
Moisture sensing?
Abuse prevention??
Maybe the tansmission harness has a short making the computer think it's in nuteral.

Probably some sort of abuse prevention rev limiter kicking in. My '05 would only touch 3900-4000rpm when revved in neutral and it was obviously bouncing off a rev limiter, but would easily go above 4000rpm when driving in any gear (auto). When I installed the 87 econo tune recently with my Edge Evolution programmer, the engine will now rev to 5000rpm in neutral.

I had a '39 Chevy like that, about the same color as your truck.

I'm not sure which motor you have but something is definitely wrong based on the factory horsepower and torque ratings nothing should be stopping at 4,000 rpms.
[Hemi 5.7]
Horsepower 345 @ 5,600 rpm
Torque 375 @ 4,400 rpm
[Hemi 6.4]
Horsepower 410 @ 5,600 rpm
Torque 429 @ 4,400 rpm

here's some reading info below. and yeah, it's the traction control thing.

FYI, regarding snowsled's comments, he's old school and hate's electronics. the addition of an am/fm radio even sends him over the edge.
