Let me start by saying I'm not a fan of the search feature on the forum and I'm sorry for asking about info that is almost surely already on this site.
Now, I have a 2012 power wagon at stock height that I want to put 35's on. Is a levering kit required? This the an optimal offset/back spacing?

Since you are swapping wheels, just get ones with proper backspace and offset. Thuren has recommendations on his site. For our years of trucks he just says +18-25mm offset with stock arms will clear. Stock wheels rub some at full lock with that size tire.
Lift/level does nothing to clear tires for our trucks.
I would recommend a 17x9 wheel, you can go bigger or smaller with that size vs a 17x8 some shops might not mount bigger tires.

Thanks DamageWagon, I was checking out the specs on the Fuel Beast in 17x9, I'll have to look at the offset.

Would I be right to expect fender rub with a 35x12.5 17 on a 17x9 with 0 offset?

I am in the same boat as you....my wheels are +5 offset and I rub with 35s. My truck didn't come with stock wheels. Talked to guys at Thuren...have to get control arms for sure. I am going to start with control arms and adjustable track bar.
