Yes, even in tow/haul mode it will still surge, just nowhere near the level without it being in tow/haul mode. I don't believe I've ever really noticed the ECO light on mine, then again, I'm only averaging 13.2-13.8 MPG.

Nick, please go to the service center ASAP and have them do the flash, it's considered .2 hours labor, the service bulletin states it takes around 5-minutes to actually perform the PCM reflash.
