Would there be any reason not to go with the 3" coils? Just wondering if I would even need the adjustable rear shackles if I only go with the 2".

From what I understand it is all HD Hemi Rams. My 2012 does it. It has always done it. Dealers will say it's normal. You really can notice it next to a wall with the windows down. There is a thread here some where about it.
