Find the large mult-pin wire connectors under the dash and push them up and down, see if it makes the lights go funky.

Sounds to me like a ground or connector issue. I have seen vehicles shipped with main connectors not fully seated or pushed out pins. i use an impact hammer with chisel bit to turn the bolt head.

that code only refers you to abs module fault code. You need to read abs codes.
