Those mounts hanging down are called compatibility brackets. They are part of your NTSB tested collision system. They can be cross purposed for plows and other things, but in actuality, they are designed to keep low profile cars from going too far under you in a head on impact.

It appears to cover a greater CFM range for the 5" model.

Based on the physics involved, I'd still go with the 9005 based on it's listed, and I assume tested, stats. The rear locker does indeed lock in 2Hi and 4Hi. Just tested mine.
